MH17: Malaysia or Netherlands to try those who shot down plane, not ICC, says Dutch justice minister

AMSTERDAM: Malaysia or the Netherlands are likely to try those responsible for the downing of Malaysia Airlines flight MH17 in Ukraine, not the International Criminal Court in The Hague, the Dutch said on Wednesday.

Cases are only referred to the world's permanent war crimes court if countries involved are unable or unwilling to prosecute atrocities, Justice Minister Ivo Opstelten wrote in a letter to the Dutch parliament.
