KANGAR: Indera Kayangan assemblyman Chan Ming Kai has been charged with obstructing police personnel at the construction site of a telco tower here.
The 36-year-old PKR rep was alleged to have prevented Insp M. Kaneson and other policemen from carrying out their duties at the site in Taman Mutiara at about 8.30am on April 6.
