PUTRAJAYA: The Court of Appeal has declared that the Volunteer Patrol Team (PPS) was lawfully set up by the Penang government.
Justice Tengku Maimun Tuan Mat, who chaired a three-man panel, unanimously allowed the appeal by the state government.
