MALAYSIA used to provide free healthcare to all but over the last few years, the Government has been slowly phasing out the subsidy for non-locals seeking treatment at public hospitals. Sandakan, a small town in Sabah, has a very different demography compared to other towns in this country.

Here, the population of non-locals without legal documentation (NLLD) is high. There’s even an illegal settlement here!
