GEORGE TOWN: Requiring tertiary qualifications as a criterion to apply for affordable housing is a form of discrimination, said state Gerakan spokesman Ooi Zhi Yi.
He said the state should not have made such a requirement for the sale of units in Mutiara Jesselton, Parcel 2, of Jesselton Villas, near Jesselton Heights in Penang.
