'Adopted department' concept to curb corruption

KUALA LUMPUR: Administrators of local authorities can bring in the Malaysian Anti-Corruption Commission into their daily operations under the “adopted department” initiative in a move to help reduce corruption in the civil service, says the Consultation and Corruption Prevention Panel (CCPP).

“Our aim is to enhance local councils nationwide to reduce corruption,” panel member Datuk David Chua Kok Tee told a press con­ference at the Malaysian Anti-Corruption Aca­demy here yesterday.

He said the “adopted department” concept would be an ongoing initiative that would help improve the operations of local councils on a case-by-case basis.

“We will only come in and help improve the organisation if they want us to. In some cases, we may just oversee the improvement of the organisation and leave once all the improvements are made,” he said, adding that in some cases they might stay as long as the organisation needed them.

Chua said they were targeting local councils because they dealt with the public daily.

“We hope to improve the system when the local councils deal with their customers.

“For example, during licence applications, having a system to regulate applications could deter applicants from resorting to bribery to get their applications approved,” he added.

Chua said having a proper fixed schedule to deal with such applications would also ensure that they were processed systematically and within a reasonable time frame.

On arrests related to graft, he said 288 ­government servants were arrested in 2012 for bribery compared to 323 in 2011.
