PETALING JAYA: The authorities should impose higher penalties and more regulations on express bus operators instead of hiking fares following the express bus crash on the north bound lane of the North-South Expressway in Pagoh last Saturday.

Fourteen people were killed and 16 others injured in the horrific crash.
