THE Court of Appeal has again confirmed that native customary rights (NCR) exist over pemakai menoa (communal land) and pulau galau (forest reserve).
This decision was handed down this week by judges Datuk Balia Yusof Wahi, Datuk Tengku Maimun Tuan Mat and Datuk Varghese a/l George Varughese in an appeal by the director of forests and the state government against a High Court ruling in 2011.
