RESIDENTS of the low medium- cost (LMC) Kedah Road flats in Penang are upset they are not eligible for the assessment rate exemption.

Their residents association chairman Tay Chye Hock said it was unacceptable that they had been overlooked in this matter by the Penang Island City Council (MBPP).
