SANTIAGO DE COMPOSTELA/BILBAO, Spain (Reuters) - Spain's regional elections reinforced the centre-right People's Party (PP) on Sunday while dealing a blow to the opposition Socialists but failed to signal a clear path to avoid a third nationwide vote in December.
