SUNGAI BESSR: Caning is far more severe under civil law than those meted out by the Syariah courts, PAS candidate for the Sungai Besar parliamentary seat Dr Abdul Rani Osman (pix).
Dr Rani, who is a medical practitioner, said he has witnessed the serious injuries suffered by the caning on convicts such as drug addicts.
