GEORGE TOWN: An application for leave sought by the Penang government to file a judicial review against a declaration that the Penang Voluntary Patrol Unit (PPS) is illegal, was dismissed by a High Court here.
Judicial Commissioner Collin Lawrence Sequerah made the decision in his chambers.
