PETALING Jaya mayor Mohd Azizi Mohd Zain said contractors appointed for council projects must follow the specifications stated in their bill of quantities or face being blacklisted.

A bill of quantities is a document used in the tendering process stating the materials, parts, and labour costs involved in the project.
