WASHINGTON (Reuters) - Russian President Vladimir Putin is not among those targeted under U.S. sanctions announced in response to Russia's incursion into Ukraine, a senior Obama administration official said on Thursday.
"It is an unusual and extraordinary circumstance to sanction a head of state, and we would not begin our designations by doing so," the official said.
