THE Shah Alam City Council’s (MBSA) decision to enforce guidelines that require the consent of immediate neighbours before a dog owner can get the licence for their pet, has its fair share of supporters and detractors.
Some say it is understandable if a homeowner is reluctant to live next door to a neighbour with a dog that barks incessantly, defecates in front of their house or poses a threat to others.
