Users can opt to not sign in to Chrome when signing in to a Google service

The latest Chrome update is rolling out. — AFP Relaxnews

Google came under fire after users realised that every time they logged into one of its properties, say Gmail or YouTube, they would also be automatically signed into Chrome without any prompting or notification. The only indication of this automatic sign-in is the user’s Google profile picture that appears on the upper right hand corner of the browser window.

It is reported that the new feature is part of the recent Chrome 69 upgrade, and it went largely unnoticed until recently when more users started speaking up about being uncomfortable with the idea that Google might be syncing information like bookmarks, passwords and browser history between devices without their approval.
