The OCM's 10 point proposal


  • The MSM to act as the governing organisation of Sukma, having overall responsibilities of the principles, rules, management, monitoring and evaluation of the Games. 

  • The existing Supreme Council will be retained. Their main responsibilities are to represent the participating State Sports Councils; to protect the interests of the athletes; and to provide feedback to the MSM on any aspect of the Games. 

  • The NSC will prepare the draft of further roles of the MSM, Supreme Council and NSAs for Sukma. 

  • The host state together with the MSM will select between 20 and 28 sports. The sports not included in the programme will be held at another venue to be determined by the NSC, the OCM and the respective NSAs. 

  • The current rotation system for hosting Sukma should continue until all the states have had the opportunity to host the Games at least once. When the first rotation is completed, the rotation system should continue with every fourth Sukma being held in KL. The manner for the rotation can be determined by the MSM. 

  • The present point-system to determine the overall champions should continue because it provides weight to team sports and to balance the advantage of individual sports with many events. The awarding of gold medal for each event in every sport will continue. 

  • Sukma should continue with the 23 years age limit for athletes. However, for certain sports, which have lower age limits, the rules of the NSAs should prevail. 

  • Athletes who have participated in the Olympics, Asiad, Commonwealth Games, World Championships and those who have won medals in the SEA Games are not be eligible to compete in Sukma. 

  • Registration of athletes, one year before the date of the Sukma opening ceremony, with the MSM should be implemented to prevent misunderstanding over the residential qualification status of athletes. 

  • The award system for Sukma should be reviewed by the MSM. Awards in kind, including scholarships and overseas training stints, should also be considered.
