PENANG: The Ikan Bilis Swimming Club (IBSC) were the runaway winners in the first leg of the SportExcel-Milo-NSC junior swimming and diving circuit, which ended yesterday at the Penang International Sports Arena (PISA).
Instead of having an inter-state circuit like previous SportExcel swimming competitions, this year's challenge is an inter-club meet.
