(Reuters) - Queens Park Rangers are to appeal after losing an arbitration decision over a multi-million pound fine levied on them for a breach of the English Football League's fair play rules.
An arbitration panel made up of three Queen's Counsels dismissed QPR's claim that the EFL's 2012 financial fair play rules were unlawful under competition law.
