MCA supports the government’s efforts to curb leakages and smuggling of subsidised RON95, as well as the enforcement action taken in the recent cases in Johor and Penang involving consumers pumping petrol into containers without permits. These measures are necessary to safeguard national resources and ensure subsidies reach intended beneficiaries.
At the same time, we agree that petrol, being a highly inflammable substance, must be handled with utmost care. Proper storage in approved jerry cans or containers is essential to prevent accidents, including the risk of fire or explosion. Responsible handling, transportation and strict adherence to safety standards must always be prioritised.
However, while enforcement is important, clarity is equally crucial.
We urge the government, particularly the Domestic Trade and Cost of Living Ministry, to clearly outline the conditions under which individuals or businesses may qualify for permits on the 20-litre RON95 fuel purchases in containers. There might be legitimate users including for small machinery or emergencies.
At present, there remains uncertainty among the public regarding:
• Who qualifies for such permits;
• What documentation is required;
• Whether applications are subject to quotas or specific use-cases;
• The duration and renewal process of these permits.
Without clear guidance, enforcement risks becoming inconsistent and may inadvertently burden ordinary consumers with genuine needs.
In addition, we call on the ministry to urgently prepare and disseminate easy-to-understand infographics detailing:
• Step-by-step procedures on how to apply for the permit;
• Locations where applications can be submitted;
• Availability of online application channels, if any;
• Contact points for further enquiries.

Such proactive communication will go a long way in preventing confusion, reducing unintentional non-compliance, and ensuring smoother implementation of the policy.
Ultimately, effective policy is not just about enforcement, but also about clarity, accessibility, and fairness. By providing clear guidelines and user-friendly application processes, the government can strike the right balance between safeguarding subsidies and supporting legitimate economic activities.
