Why the delay over issuing the VEP?

I AM writing to express my frustration over the delay in sending me the Vehicle Entry Permit (VEP) by the issuing authority, TCsens.

In my application, I opted to have the tag posted to my residence in Singapore. I paid TCsens extra for the convenience. The company promised to send me the tag within 10 days. But it has been almost a month and I have yet to receive it. What is more bewildering is that TCsens has now asked me to go to Danga Bay in Johor Baru to collect a replacement.
