I REFER to the report “6,046 stray dogs neutered across Penang” (Sunday Star, April 7).
I am so glad to read that Penang was the first state in the country to implement the Trap-Neuter-Release (TNR) programme and 6,046 stray dogs have been neutered across the state since it began.
