ON Sept 7, a site under construction in the Dazhi area of Taipei’s Zhongshan District collapsed, causing several apartment buildings nearby to tilt to one side.
Preliminary investigations revealed that the ground at the construction site had not been properly watered, resulting in the collapse of the retaining walls.
