THE Penang state Executive Council has proposed a ban on using property for short-term rentals and homestays, though a date has not been set for enforcement (“Regulate, don’t ban homestays”, The Star, May 7; online at bit.ly/star_homestay).
Among the reasons given for this proposal are that “People do not want their homes to become hotels” and “it will disturb the other residents”. Are such reasons sufficient for a ban?
