Engage with rather than threaten the booster dodgers

I READ with utter surprise the news report “KJ: Get third shot before March 1 or lose ‘fully vaccinated’ status” (The Star, Feb 8; online at https://bit.ly/339203z). The message was directed at some one million senior citizens aged 60 and above, and 3.5 million others who received the Sinovac vaccine as their primary dose and insist on getting it as their booster as well.

Would the “threat” of losing their vaccination status persuade these people to get the booster dose? Is there no other option to encourage them to come forward for it?
