No logic for two persons in a car ruling

IF a family can stay in the same small apartment where they share rooms with no possibility of social distancing, why can’t more than two travel in their car? Where is the medical evidence for sitting in the car being more risky than sitting next to one another watching TV, having dinner or sleeping in the same room?

It would appear that those making these rules are acting on their own whims and fancies. While the well-to-do may have more than one car or even several (and with drivers, too), the less fortunate or not so well-off can be seen riding motorcycles. Often, there will be three holding on to one another, especially school children.
