THE fact that the issue of abolition of UPSR (“Torn over abolishing UPSR”, The Star, Dec 7) has been an ongoing discussion over many decades reflects the indecisiveness of the Education Ministry when facing such divided opinions.
We have to go back to the basics. Is the school an institution for learning to take place or a place to institutionalise examination? Is it a place just to prepare students to take examinations?
