Proposal for three-tier fine system for not wearing masks

IT is a relief that the government has further defined the rules and SOP regarding the use of face masks in public places. The people can now breathe a sigh of relief that most of the ambiguity has been removed and that they will not be arbitrarily fined for flouting regulations that are vaguely defined.

But some doubts still remain, and I hope the government will give these matters some consideration. For instance, what constitutes a "crowded place"? How many people in one area is regarded as crowded? What is the limit to the number of people who can occupy an area, for example an R&R place?
