THE problem with the Asia Pacific Economic Cooperation (Apec) bloc, according to Prof Paul Evans at the University of British Columbia, is that it is four letters looking for a noun.

Australia conceptualised it in 1989 under its then prime minister, the late Bob Hawke, and subsequently, Paul Keating, both from the liberal wing of the Labour Party, to promote further engagement with the Asia Pacific region.
