Why not desalination?

I WOULD like to express my shock at the Water, Land and Natural Resources Minisآ­ter’s statement that “we are not equipped to address the water shortage”.

This is a shocking statement because countries like the Middle East have no water but there is no shortage or rationing. Africa, Australia, Singapore, the United States and even China are using desalination to solve their water problems. Why are we not?
