What gives with parking in Selangor?

I REFER to the new coupon parking system implemented by the state of Selangor.

I live in Petaling Jaya and since I park frequently in this area, I have purchased the parking coupon book and have no issue in using it. But lately I had some work in the Taipan area in Subang Jaya. When I parked in a parking bay there, I was shocked that I could not use the Petaling Jaya City Council (MBPJ) coupon but had to purchase different coupons issued by the Subang Jaya Municipal Council (MPSJ).
