I REFER to the current reports on the outbreak of rabies and the deaths arising therefrom. The population of stray dogs seems to be on the increase despite the efforts of animal lovers, various animal shelter homes and the authorities.

While all the efforts are apprecia­ted, it is time to face the fact that these alone are not sufficient to deal with the problem of stray dogs. Packs of strays can be seen roaming all over Penang, in housing estates, construction sites and markets.
