SEOUL: The cultural scene in Seoul just got a boost with the Seoul Metropolitan Government's unveiling of its master plan for Creative, Cultural City. The plan, targeted for completion in 2010, envisions the making of infrastructure for artistic activities, as well as financial support for artists.
One noteworthy element is the city's plan to turn largely abandoned underground shopping arcades into art factories or studio space for artists. This year, more than 200 shop spaces in the Sindang and Nambu Terminal underground arcades will be transformed into studios.
