Ways to improve English proficiency

THIS question has nagged me since five years ago – has there been any scientific study in any country saying that teaching maths and science in English can boost English proficiency? 

I studied at a Chinese primary school in a rural area. When I did my STPM in a city school, I noticed my classmates from city-based Chinese school had an excellent command of the English language. Many scored either A1 or A2 in the 1119 paper.
