WHATEVER the controversy, it boils down to whether the public in general believe that Prime Minister John Howard is genuinely sincere and determined to end the prolonged crisis of rampant violence, fuelled by alcohol, and appalling sexual abuse of children in the Aboriginal communities. 

He denies that his interventionist action last week when he declared a state of emergency, which surprised the nation, is a political ploy in view of the coming federal election.
