Religion a scapegoat for some in war against terror

I REFER to the statement by Dr Kim Howell, Foreign and Commonwealth Office Minister, headlined Britain’s 4-P approach to combating terrorism (The Star, July 23) where he asserts the war against terrorism can never be won by “means of security alone. It’s also a war of ideas; there is an ideological and religious divide.” 

I presume he has Islam at the back of his mind in the wake of current terrorist activities in the world.
