Impractical to shoot for Hall of Shame

I REFER to the recent statement issued by Transport Minister Datuk Seri Chan Kong Choy asking motorists to capture pictures of traffic offenders to be published in the ‘Hall of Shame’ at www.panducermat.org.my after which the ministry would forward the pictures to the road transport department or traffic police for further action (“Help spot the traffic offenders”, The Star, July 20). 

Now, at whose discretion will the pictures of the offenders be deemed a traffic offence?
