IT IS always easy to be wise after the fact. This usually happens after a disaster has struck and when the wise men would start sprouting their wisdom as to what should have been done to avert the serious consequences of the tragedy. 

A good example of this is the Dec 26 tsunami attack in which more than 60 people were killed and more than a 100 injured and houses and property damaged in Penang, Kedah and Perak.
