THE intention is good but the will may be doubtful. And it will take some courage and determination for the government to push ahead its proposal to toughen up the racial and religious vilification laws in Western Australia.
This is because the Gallop government will feel increasing pressure from its own quarters to delay the decision on the controversial issue until after the next state election due in a few months.
