Who can really 'win' in Iraq?

For anyone to claim victory in Iraq is premature and presumptuous, even if the lives that continue to be lost can be said to be ‘worth it’. Even more than the different gains imaginable are the many losses likely and already suffered. 

NOW it is official, once again: US forces are winning in Iraq. Despite mounting losses in the field and no assurance of a stable peace, the view from Washington is that “we’re winning”.
