THERE are always many proposals benefiting various groups in every Budget presented to Parliament each year. However, experience has shown that it is still extremely difficult to please every one. 

The usual complaint is that the incentives do not go far enough even though people realise that it is impossible for the Government to concentrate on any one group as the benefits must be spread out across the board.
