THE Indonesian Government's decision last week to temporarily ban their women workers from going abroad as domestic helpers must have sparked a sense of deja vu to all those involved in the industry. 

After all, wasn't it only in August 2000 that it had planned to impose a similar 100-day ban, purportedly to introduce safeguards against frequent cases of abuse of their women working as maids in other countries?
