Dept slow in registering titles of ownership

I AM writing to highlight the increased frustration of hundreds, perhaps thousands, of homeowners in Selangor, who have bought a property over the last two to three years and are unable to sell it today because the Registry of Titles at the Lands and Mines Department in Shah Alam has been slow in registering titles of ownership.  

I cannot understand why this office is unable to register changes in titles lodged over two years ago!
