FOR decades now, the Government has been waging war on drug and substance abuse but its efforts so far seem to be far from effective. As the years passed by, the total addict population had only grown, and it is about 1% of the country's 23 milllion people now. In its statistics for the 10 months from January 2002 to October 2002, the National Drugs Agency recorded a total of 25,637 drug addicts. Of these, 53% were new cases while 47% were relapse addicts.
By international standards the problem is still manageable and not alarming, but the National Drug Agency (NDA) wants to react before it becomes unmanageable.
