THE proposed move to impose stiffer penalties against rice smugglers is a short term-solution. Serious efforts to find the source and the culprits behind the smuggling activities will help resolve the problem, Utusan Malaysia said in its editorial yesterday.
It also said the problem of over-harvested padi that could not be processed, could be resolved with proper schedules for padi processing.
