THE newly-launched National Anti-Corruption Plan (NACP) has an intriguing streak of realism.
One section of the 84-page document discusses “things to watch out for”, saying those combating corruption should try to anticipate black swans – unpredictable and rare events that tend to have a huge effect – so that they can figure out how to deal with these occurrences.
