AMBLETEUSE, France (Reuters) - At the break of dawn on a beach in northern France, a dozen migrants waited for a police patrol to pass by, then quietly climbed into an inflatable dinghy.
After a few minutes struggling to kick-start the motor, the group set course for England's shores, waving at a man who had waded waist-deep into the water to push them out to sea.
