NEW YORK, Dec. 27 (Xinhua) -- New York City's COVID-19 test positivity rate on a seven-day average topped the level of 7 percent, reaching 7.07 percent, compared with 6.78 percent one day earlier, Mayor Bill de Blasio tweeted on Sunday.
