SOCHI, Russia (Reuters) - President Vladimir Putin signed a "strategic partnership" agreement with Georgia's breakaway region of Abkhazia on Monday, angering Tbilisi, which said Moscow was looking to annex the territory.
The agreement drew strong criticism from NATO and the European Union.
