UNITED NATIONS (Reuters): U.N. chief Ban Ki-moon urged Kosovo and Serbia on Thursday to avoid actions that could exacerbate tensions in northern Kosovo as NATO prepares to hand authority over border gates to EU and Kosovo officials.
"I call on all concerned to refrain from unilateral actions which could escalate tensions in the area," the U.N. secretary-general told a news conference.
